Authorizes the City of Fayetteville to establish a citizens review board by ordinance to review appeals of disciplinary actions involving allegations of police misconduct by city law enforcement officers.

Requires board members to sign confidentiality agreements, with breach constituting a Class 1 misdemeanor punishable by up to $1,000 fine and removal from the board.

Allows the law enforcement agency head to disclose the officer's personnel file and other necessary materials to the board, subject to federal law restrictions and the officer's approval, with the board maintaining confidentiality.

Limits board review to three types of misconduct: excessive use of force, abuse of power, and discriminatory profiling.

Becomes effective December 1, 2021, and applies to misconduct committed on or after that date.
