Amends the Charter of the City of Greensboro to authorize establishment of a race- and gender-neutral small business enterprise program to promote small business development in the Greensboro Metropolitan Statistical Area.

Allows the City to define "small business enterprise," establish bid and proposal specifications with subcontracting goals and good-faith effort requirements, and consider bidder compliance with program requirements when awarding contracts.

Permits the City to refuse contract awards to bidders determined to have failed to comply with small business enterprise program requirements, notwithstanding state procurement law provisions in G.S. 143-129 and G.S. 143-131(b).

Specifies the program supplements rather than replaces existing veteran, minority, and women's business participation requirements, with those statutory requirements taking precedence over small business enterprise participation goals.

Effective upon ratification on July 1, 2022.
