Authorizes the Fayetteville Public Works Commission to establish a race- and gender-neutral small business enterprise program to promote small business development in the Fayetteville Metropolitan Statistical Area.

Allows the Commission to define "small business enterprise," establish subcontracting goals and good-faith effort requirements, and consider bidder compliance with these program requirements when awarding contracts.

Permits the Commission to refuse contract awards to bidders determined to have failed to comply with small business enterprise program requirements.

Requires veteran, minority, and women's business participation goals established under existing state law to take precedence over small business enterprise participation goals under this program.

Effective upon becoming law, ratified July 2, 2021.
