Appropriates $9,875,400 from the General Fund to the Department of Natural and Cultural Resources to acquire and protect historic properties across North Carolina related to the American Revolution.

Authorizes purchase of approximately 194 acres at Hayes Farm and Samuel Johnston Historic Farm in Chowan County to be added to Edenton State Historic Site.

Authorizes purchase of approximately 48 acres adjacent to Moore's Creek National Battlefield in Pender County, with the Department to seek a Memorandum of Agreement with the National Park Service for management.

Authorizes acquisitions and easements at six additional historic sites including Alamance Battleground, Charlotte Hawkins Brown Historic Site, Shallow Ford of the Yadkin, and Cherokee settlements at Watauga Town and Nikwasi Town in Macon County.

Requires the Department to partner with nonprofit organizations to provide funding and in-kind contributions for site development and operation, and to report to the Joint Legislative Oversight Committee by April 1, 2022 on estimated recurring costs; bill becomes effective July 1, 2021.
