Grants the Criminal Justice Information Network Governing Board administrative control over its own transportation and subsistence budget appropriated by the General Assembly, removing it from Department of Information Technology oversight under G.S. 143B-1322(c)(19) and (d).

Authorizes the Board to independently establish employee qualifications, classification, and salary levels, and determine hiring and day-to-day management methods for Board employees.

Conditions all grants or other uses of funds appropriated or granted to the Board on compliance with the Board's technical and other standards.

Requires the Department of Information Technology to provide technical assistance to the Board upon request and continue providing workspace for Board staff.

Effective upon passage.
