Prevents additional code violations found during reinspection from delaying temporary certificates of occupancy and prohibits reinspection fees for those items, effective January 1, 2022 for permits applied for on or after that date.

Clarifies that electric wiring requirements reference the State Building Code and other applicable State and local laws, and defines "building" to include any structure.

Allows fire apparatus access roads in one- or two-family dwelling developments to be placed closer together when conformance with spacing requirements is technically infeasible due to road connectivity limitations, property dimensions, acquisition constraints, or environmental constraints.

Requires the North Carolina Building Code Council to adopt rules amending Sections D107.1 and D107.2 of the 2018 North Carolina Fire Code to implement the revised fire apparatus access road requirements, with the provision set to expire when rules become effective.
