Repeals Article 9 of Chapter 131E of the General Statutes, which established North Carolina's Certificate of Need (CON) requirements for health care facilities.

Removes CON requirements from references in multiple statutes governing health care facilities, including hospitals, long-term care facilities, hospices, and home health agencies.

Exempts inpatient chemical dependency and substance abuse facilities serving Division of Adult Correction inmates from obtaining a certificate of need, while restricting unlicensed facilities to inmate-only use.

Modifies attorney's fees provisions to exclude administrative review costs in contested cases arising under Article 9 of Chapter 131E, effective January 1, 2022.

Becomes effective January 1, 2022.
