Statewide emergencies declared by the Governor expire after 7 calendar days unless the Council of State grants concurrence, with potential 30-day extensions upon Council approval.

Non-statewide emergencies expire when rescinded by the authority that issued the declaration.

Governor must notify the Council of State within 7 calendar days and obtain their concurrence to exercise certain emergency powers, with mandatory disclosure of all communications with local authorities supporting the emergency determination.

Secretary of Health and Human Services must obtain Governor approval and Council of State concurrence before determining that a class or category of property uses presents a statewide imminent hazard or closing properties.

The act takes effect immediately and applies to all emergency declarations and abatement orders issued on or after enactment, with existing emergencies expiring 7 days after the law becomes effective unless Council of State concurrence is obtained.
