Allows licensed self-insurers to obtain certificates of self-insurance that serve as proof of financial responsibility for driver's license issuance and motor vehicle operation purposes.

Prohibits the Division of Motor Vehicles from restricting a person's operation of nonfleet motor vehicles solely because they furnished proof of liability through self-insurance under G.S. 20-279.33 or G.S. 20-279.33A.

Removes the fleet restriction requirement for recognized religious organizations seeking self-insurance status, allowing them to qualify with five or more vehicles regardless of whether they operate as a fleet.

Specifies that self-insurance certificates serve as evidence of insurance for driver's license issuance, vehicle registration, title applications, and other motor vehicle regulatory purposes.

Effective upon enactment and applies to all driver's license applications submitted on or after the date the bill becomes law.
