Requires fire departments operated or managed by state and local government units to report aqueous film-forming foam (AFFF) inventory and usage to the Office of the State Fire Marshal beginning July 1, 2022, and annually thereafter.

Mandates fire departments report annually in summary form and within 15 days individually for each incident where AFFF is deployed, using an online portal created by the NC Policy Collaboratory at UNC Chapel Hill.

The online reporting portal must capture detailed inventory data including foam volume, trade names, CAS numbers, truck locations, storage addresses, and deployment information with date, time, location, GPS coordinates, and reason for use.

The Office of the State Fire Marshal must report annually to the Environmental Review Commission by September 1 on statewide AFFF utilization and inventory based on fire department submissions.

Appropriates $500,000 in nonrecurring funds for fiscal year 2021-2022 to UNC Chapel Hill to develop and maintain the online reporting portal, which must be operational by June 1, 2022.
