Increases the value threshold for institutional or commercial buildings exempt from architectural license requirements from $200,000 to $300,000.

Exempts commercial building alterations, renovations, and repairs under $300,000 or with less than 3,000 square feet of gross floor area from professional architectural seal requirements if they do not include load-bearing structure work.

Raises the permit exemption threshold for construction work in commercial buildings from $15,000 to $20,000 when costs are incurred within 12 consecutive months, excluding work involving load-bearing structures, plumbing changes, HVAC/electrical modifications, and fire code-related changes.

Allows local governments to prohibit local ordinances requiring professional architect or engineer seals for commercial building alterations under $300,000 or with less than 3,000 square feet of gross floor area, with specified exceptions.

Delays the effective date of timeshare transfer service regulations from S.L. 2021-163 until July 1, 2022; Sections 1, 2(b), and 3 expire December 31, 2024.
