Directs the North Carolina Department of Public Instruction to study the feasibility and potential outcomes of implementing a statewide year-round school calendar

Requires analysis of educational outcomes, summer learning loss, testing administration, dual enrollment opportunities, travel and tourism impacts, seasonal employment effects, extracurricular learning opportunities, family and community scheduling, implementation considerations, and building utilization

Department must submit a report with study results and any proposed legislation to the Joint Legislative Education Oversight Committee within 180 days of the act becoming law
