• Local governments must allow middle housing types (duplexes, triplexes, quadplexes, townhouses) in residential zones served by public water or sewer systems, effective October 1, 2021.

• Permits one accessory dwelling unit per detached single-family home without owner-occupancy requirements, minimum parking requirements, or conditional use zoning, effective October 1, 2021.

• Prohibits local governments from downzoning properties with public water or sewer access without showing changed circumstances affecting public health, safety, or welfare.

• Restricts building design element regulations on residential structures to historic districts and safety code compliance; eliminates minimum square footage requirements for residential structures.

• Requires local governments to submit semiannual reports beginning October 1, 2021 on development permit applications received, denied applications with reasons, and downzoning ordinances enacted.
