Redirects deed stamp excise tax proceeds from the General Fund to four conservation and agricultural funds: 30% to Parks and Recreation Trust Fund, 30% to Land and Water Fund, 30% to Coastal Storm Damage Mitigation Fund, and 10% to North Carolina Agricultural Development and Farmland Preservation Trust Fund

Modifies the Parks and Recreation Trust Fund to include monies credited pursuant to the deed stamp excise tax distribution

Adds the excise tax on conveyances as a revenue source for the Clean Water Management Trust Fund (Land and Water Fund)

Establishes the excise tax on conveyances as a funding source for the North Carolina Agricultural Development and Farmland Preservation Trust Fund administered by the Commissioner of Agriculture

Becomes effective July 1, 2021
