Adds transfer to another animal shelter or animal welfare nonprofit organization as a permissible disposition option for lost or impounded animals under G.S. 130A-192(a), alongside return to owner, adoption, or euthanasia.

Adds transfer to another animal shelter or animal welfare nonprofit organization as a permissible disposition option for surrendered animals under G.S. 19A-32.1(f), alongside return to owner, adoption, or euthanasia.

Maintains existing requirements that unidentified animals be impounded for a minimum of 72 hours and that Animal Control Officers make reasonable efforts to locate owners, including microchip scanning when available.

Effective October 1, 2021, and applies to all animals brought to or held in animal shelters on or after that date.
