Establishes automatic voter registration at NC drivers license offices beginning January 1, 2022, allowing eligible applicants to register or update registration unless they decline.

Requires automatic voter registration at public agencies beginning January 1, 2023, with applicants informed they will be registered unless they opt out in writing.

Mandates automatic voter registration at state community colleges and University of North Carolina System institutions beginning January 1, 2023, with students able to decline registration.

Requires the State Board of Elections to electronically transmit voter registration applications from all registration sites to county boards of elections within five business days.

Directs the State Board of Elections to establish an education and outreach campaign informing citizens about automatic voter registration procedures, with violations of fraudulent registration carrying Class I felony penalties.
