Authorizes acquisition or construction of two capital improvement projects at University of North Carolina institutions without appropriations from the General Fund

UNC Greensboro: The Arts Place at Tate and Gate project authorized at cost of $10,330,306

UNC Wilmington: Walton Drive Student Village Recreation Fields and Facilities project authorized at cost of $9,750,000

Projects may be financed through gifts, grants, receipts, self-liquidating indebtedness, Medicare reimbursements, hospital receipts, or special obligation bonds, but not tuition or General Fund appropriations

Director of the Budget may authorize increases or decreases in project costs or changes in funding methods upon request from the Board of Governors, with maximum bond issuance not exceeding project costs plus 5% for issuance expenses and related costs
