Designates each statewide general election day as an official legal public holiday in North Carolina under G.S. 103-4(a).

Amends the State Human Resources Act to include statewide general election day as a paid holiday for state employees.

Increases the maximum number of paid holidays for state employees from 12 to 13 per year to accommodate the new election day holiday.

Allows the State Human Resources Commission to establish policies governing the paid holiday status, subject to gubernatorial approval.

Becomes effective upon enactment into law.
