Requires all local school administrative units in North Carolina to offer in-person instruction options to students in grades K-12 beginning no later than 15 days after the bill's effective date for the remainder of the 2020-2021 school year.

Students with individualized education programs (IEPs) or Section 504 plans must be offered in-person instruction under Plan A (Minimal Social Distancing), with remote alternatives available at parent discretion.

All other students must be offered in-person instruction under Plan A or Plan B (Moderate Social Distancing) at the local board's discretion, with remote instruction options continuing to be available.

Teachers and staff may self-identify as high-risk from COVID-19 and request alternative work reassignments, with local boards strongly encouraged to minimize their face-to-face contact or allow telework.

In-person instruction includes teacher-led instruction on school campuses, meal service, and transportation, with flexibility for local boards to shift individual schools or classrooms to remote instruction temporarily due to COVID-19 exposures.
