Expands the definition of "free clinic" to explicitly include telehealth services provided without charge or for a minimum fee to cover administrative costs.

Adds dental assistants and nurse practitioners to the list of health care providers eligible to provide voluntary health care services under the Act.

Clarifies that compensation or other consideration for volunteer health care services does not include room and board, other essentials necessary during service provision, or memorabilia.

Specifies that health care services provided at a provider's place of employment when referred by a nonprofit community health referral service do not qualify as voluntary provision of health care.

Takes effect September 1, 2021.
