Allows publicly owned automotive fire apparatus to install and operate blue lights, which are otherwise unlawful on vehicles in North Carolina.

Restricts blue light visibility on fire apparatus to the rear only and requires both the parking brake to be engaged and on-scene lights to be activated.

Defines "automotive fire apparatus" as pumper, mobile foam, initial attack, quint, tanker, and aerial fire apparatus according to the National Fire Protection Association (NFPA) 1901 standard.

Maintains existing exceptions for law enforcement vehicles to possess and operate blue lights in performance of official duties.

Takes effect December 1, 2021.
