Removes the requirement that certified criminal justice addictions professionals must work "under supervision" by clarifying they provide direct services to clients or offenders exhibiting substance use disorders in criminal justice settings.

Establishes tiered supervision ratios for certified alcohol and drug counselors: 1 hour of supervision per 40 hours of practice initially, reducing to 1:80 after 2 years of practice and 1:160 after 4 years of practice.

Establishes identical tiered supervision ratios for certified criminal justice addictions professionals: 1 hour of supervision per 40 hours of practice initially, reducing to 1:80 after 2 years of practice and 1:160 after 4 years of practice.

Requires certified alcohol and drug counselors to submit Board-approved supervision contracts signed by both the counselor and practice supervisor documenting ongoing supervision.

Requires clinical supervisors to complete at least 15 hours of substance use disorder clinical supervision training prior to credential renewal; becomes effective October 1, 2021.
