Codifies United States citizenship as a requirement to serve as a juror in North Carolina, changing the statute from requiring only state citizenship.

Allows chief district court judges to delegate authority to hear jury excuse applications to clerks of superior court or trial court administrators with proper consent.

Requires clerks of superior court to report quarterly to the State Board of Elections the names, addresses, dates of birth, and disqualification reasons for individuals excused from jury duty due to lack of U.S. citizenship.

Directs the State Board of Elections to review citizenship status within 30 days of receiving disqualification reports and distribute findings to county boards, which must provide 30 days' notice before removing registered voters, with opportunity to object and present citizenship documentation.

Becomes effective January 1, 2022.
