Senate Bill 38: Sports Wagering Amendments

• Authorizes 10-12 interactive sports wagering operators licensed by the North Carolina State Lottery Commission to offer online and mobile sports wagering on professional sports, college sports, electronic sports, and amateur sports.

• Increases application and renewal licensing fees for interactive sports wagering operators from $500,000 to $1,000,000, and increases fees for service providers and sports wagering suppliers.

• Imposes an 8% tax on adjusted gross revenue of interactive sports wagering operators, with 50% of collected taxes directed to the North Carolina Major Events, Games, and Attractions Fund.

• Establishes a 14% privilege tax on interactive sports wagering operators under Article 2E of Chapter 105, with revenue allocated to gambling addiction programs ($2,000,000), youth sports development ($500,000), collegiate athletics (10%), major events fund (30%), and the General Fund (60%).

• Requires geofencing technology to verify registered players are within North Carolina and not on Indian lands, prohibits wagering on youth sports and certain event outcomes, and creates a voluntary exclusion program for individuals to opt out of sports wagering.
