Senate Bill 383: Restore Educator Longevity

• Repeals Section 9.1(d) of S.L. 2014-100, which had eliminated longevity payments for educators.

• Restores annual longevity payments for teachers and instructional support personnel based on years of state service: 1.5% of base salary for 10-14 years, 2.25% for 15-19 years, 3.25% for 20-24 years, and 4.5% for 25+ years.

• Longevity payments for principals and assistant principals shall follow the rates provided for state employees under the North Carolina Human Resources Act.

• Appropriates $140,300,000 in recurring General Fund dollars to the Department of Public Instruction for the 2021-2022 fiscal year to fund the restored longevity payments.

• Becomes effective July 1, 2021, with longevity payments to be distributed as a lump sum once per year.
