The Division of Motor Vehicles must display the specific amount owed on vehicle records when imposing title or registration stops, allowing owners to clear stops and renew registrations by paying that amount to the Division or its commission contractor.

Establishes a process for collecting overdue tolls and other debts owed to the North Carolina Department of Transportation (formerly the Turnpike Authority) through vehicle registration renewal.

Directs the Division of Motor Vehicles to develop a plan by March 1, 2023, for streamlining debt collection from multiple entities so vehicle owners can pay all required amounts in a single transaction with the Division.

Repeals G.S. 20-50.4 and updates child support enforcement provisions to reference the new registration stop authority in G.S. 20-54(a)(15).

Section 2 becomes effective July 1, 2022; Section 3 becomes effective January 1, 2023; remaining provisions effective upon enactment.
