Adjusts per-transaction compensation rates for license plate agents (LPAs) handling vehicle registration services through the North Carolina Division of Motor Vehicles.

Changes compensation for removing an inspection registration stop from previous rate to $1.56 per transaction.

Sets civil penalty collection for lapsed financial responsibility at $3.50 per transaction.

Requires the Division of Motor Vehicles to consult with the License Plate Agent Advisory Committee to determine compensation rates for additional tasks (such as imaging documents) not covered by standard per-transaction rates.

Makes Section 1 effective October 1, 2021, applying to penalties collected and transactions performed on or after that date.
