Prohibits licensed mental health professionals (clinical social workers, marriage and family therapists, clinical mental health counselors, psychiatrists, and psychologists) from engaging in conversion therapy with minors under 18 years of age or adults with disabilities.

Defines conversion therapy as practices or treatments seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate same-gender attractions.

Excludes from the prohibition counseling that provides assistance to individuals undergoing gender transition or counseling that provides acceptance, support, and identity exploration without seeking to change sexual orientation or gender identity.

Requires the Department of Health and Human Services to report violations to appropriate licensing entities, which shall consider conversion therapy unprofessional conduct subject to professional discipline.

Prohibits use of state, municipal, or political subdivision funds for conducting or referring individuals for conversion therapy or providing health benefits coverage for such therapy.
