Appropriates $2,000,000 in recurring funds to North Carolina Central University (NCCU) for expanding its doctoral program in integrated biosciences, focusing on health disparities in underrepresented populations and external research funding opportunities.

Appropriates $3,000,000 in nonrecurring funds to NCCU for purchasing laboratory equipment and instruments for the Biomanufacturing Research Institute and Technology Enterprise (BRITE) and the Julius L. Chambers Biomedical Biotechnology Research Institute (BBRI).

Appropriates $7,500,000 in additional recurring funds to North Carolina Agricultural and Technical State University (NC A&T) to support new faculty and graduate student services for doctoral programs in computer science, engineering, energy and environmental systems, education, agriculture, and rehabilitation counseling.

Appropriates $3,000,000 in additional recurring funds to NC A&T for agricultural research and cooperative extension activities, with requirements to match federal funds at a 1:1 ratio of nonfederal to federal funds.

Appropriates $80,000,000 in nonrecurring funds for construction of a new dormitory building at Elizabeth City State University.
