Reinstates education-based salary supplements for teachers and instructional support personnel using State Board of Education policy TCP-A-006 as it existed on June 30, 2013, with $8,000,000 in recurring funds appropriated for the 2021-2022 fiscal year.

Restores longevity payments for teachers and instructional support personnel at rates of 1.5% to 4.5% of base salary depending on years of service (10-14 years through 25+ years), paid as annual lump sums, with $140,300,000 appropriated for the 2021-2022 fiscal year.

Restores retiree medical benefits for members first earning service under the Teachers' and State Employees' Retirement System, Consolidated Judicial Retirement System, Legislative Retirement System, or Optional Retirement Programs on or after January 1, 2021, effective retroactively to December 31, 2020.

Expands the North Carolina Teaching Fellows Program from eight to nine participating institutions of higher education, requiring inclusion of North Carolina Agricultural and Technical State University as a historically black college and university (HBCU), with forgivable loans of up to $4,125 per semester available to eligible students.
