Repeals Section 3 of S.L. 2013-5, which previously prohibited North Carolina from closing the Medicaid coverage gap.

Establishes Medicaid eligibility for individuals ages 19-64 with modified adjusted gross income at or below 133% of the federal poverty level who are not otherwise eligible for Medicaid or Medicare.

Requires eligible individuals to receive benefits through an Alternative Benefit Plan established by the Department of Health and Human Services, with copayments matching those of other Medicaid beneficiaries.

Funds initial program costs using federal medical assistance percentage (FMAP) increases from the American Rescue Plan Act of 2021, with intent to impose a Medicaid Coverage Gap Assessment on hospital providers for state share and administrative costs once federal funds are exhausted.

Becomes effective July 1, 2021.
