Authorizes the Department of Natural and Cultural Resources to add the East Coast Greenway portion traversing North Carolina to the State Parks System as the "East Coast Greenway State Trail"

The Department shall support, promote, and facilitate establishment of trail segments on State park lands and lands of federal, State, local, and private landowners, with each property owner's laws and rules governing use of their respective segments

Waives the requirement that State Parks System additions be accompanied by adequate appropriations for land acquisition, development, and operations

Permits the State to receive land donations and purchase needed lands using existing funds from the Land and Water Fund, Parks and Recreation Trust Fund, federal Land and Water Conservation Fund, and other available funding sources

Takes effect upon enactment
