Establishes the "Solemn Covenant of States Commission" to award monetary prizes for treatments or therapeutic protocols that cure diseases, becoming effective once six states enact the compact.

Requires treatment cures to be FDA-approved, yield significant survival increases, and be completable in less than one year; establishes at least 10 major diseases eligible for prizes based on severity, survival rates, and public health expenses.

Prize amounts equal estimated five-year public health savings for each disease in all compacting states; compacting states pay annually based on actual one-year savings beginning one year after cure becomes available.

Grants the Commission authority to receive and evaluate cure submissions, establish selling prices capped at manufacturing and distribution costs (plus royalties in non-compacting states), and collect royalties not exceeding five-year public health savings.

Allows compacting states to withdraw with three years' notice and remain liable for three years of prize obligations; states remain liable for cure prizes accepted during their membership even after withdrawal or expulsion.
