Sets maximum annual North Carolina State Bar membership fees on a graduated schedule: $300 (2022), $325 (2023-2024), $350 (2025-2026), $375 (2027-2028), and $400 (2029 and after).

Increases the maximum allowable late fee from $30 to $50 for members who fail to pay dues by June 30 each year.

Requires all State Bar members to provide and maintain a correct email address with the secretary-treasurer in addition to mailing address.

Codifies exemption from annual membership fees for attorneys on active duty in the Armed Forces, whether in legal or non-legal capacity.

Becomes effective October 1, 2021, with the North Carolina State Bar authorized to adopt temporary rules for implementation.
