Increases the number of participating institutions in the North Carolina Teaching Fellows Program from eight to ten institutions of higher education with approved educator preparation programs.

Requires the Commission to include at least one Historically Black College or University (HBCU) and at least one Historically American Indian University as constituent institutions of The University of North Carolina in the program.

Maintains forgivable loan amounts of up to $4,125 per semester for four categories of students: high school seniors (up to 8 semesters), transfer students (up to 6 semesters), bachelor's degree holders seeking teacher licensure (up to 4 semesters), and current college students changing to educator preparation programs (up to 4 semesters).

Requires participating educator preparation programs to meet seven selection criteria including demonstrating educator effectiveness, measurable student learning impact, high teacher licensure exam pass rates, and approval by the State Board of Education.

Becomes effective July 1, 2021, and applies beginning with the 2022-2023 academic year.
