Transfer $89,100,000 in nonrecurring funds from the General Fund to the State Capital and Infrastructure Fund for the 2021-2022 fiscal year

Appropriate $89,100,000 for five capital improvement projects at North Carolina Central University: Taylor Education Building Comprehensive Renovation ($20,000,000), Fine Arts Music Building Comprehensive Renovation ($34,000,000), C.T. Willis Building Comprehensive Renovation ($26,000,000), University Theater/Farrison-Newton Communications Building Comprehensive Renovation ($6,600,000), and Master Plan Land and Property Acquisition ($2,500,000)

Appropriate $10,000,000 in additional nonrecurring funds from the General Fund for laboratory equipment ($5,000,000), doctoral program expansion in integrated biosciences ($4,000,000), and ShotSpotter gunshot detection technology ($1,000,000)
