Establishes eligibility for recent high school graduates to receive in-state community college tuition rates for the school year immediately following graduation if they are U.S. citizens meeting three conditions.

Requires eligible students to have satisfied public school assignment qualifications under G.S. 115C-366 and to have been enrolled in a North Carolina public school unit for the entire final school year before graduation.

Allows students who cannot establish residency through the State Education Assistance Authority's centralized residency determination process due to lack of evidence to qualify for in-state tuition rates.

Clarifies the State Board of Community Colleges election process by requiring the Senate and House to elect members from a slate of candidates prepared by resolution in each chamber at odd-numbered year legislative sessions.

Mandates that candidate slates list at least twice the number of candidates as total seats open and that all qualified candidates submit statements of economic interest to the State Ethics Commission.
