Authorizes local governments in North Carolina to enact inclusionary zoning ordinances requiring a specified share of new construction to be affordable for low and moderate income persons and families.

Permits local governments to include in-lieu fee requirements for development as an alternative compliance mechanism to supplement affordable housing availability.

Adds "inclusionary zoning" as a defined term in Chapter 160D, defining it as a requirement that a given share of new construction be affordable by persons and families with low and moderate income levels.

Amends G.S. 160D-702 to explicitly authorize zoning regulations to provide for inclusionary zoning and in-lieu fee requirements alongside existing zoning powers.

Becomes effective upon enactment.
