Permits political subdivisions to adopt fire prevention codes, energy conservation codes, and floodplain management regulations within their jurisdictions, with municipal jurisdiction including corporate limits and extraterritorial areas, and county jurisdiction including all other county areas.

Requires local fire prevention codes and regulations to be approved by the Building Code Council as meeting adequate minimum standards to preserve and protect health and safety, except floodplain management regulations and those authorized under G.S. 160A-436 and G.S. 160D-1128.

Allows the Building Code Council to approve local fire prevention regulations that are more stringent than the state fire prevention code if they regulate only fire, explosion, or related hazards and do not conflict with the State Building Code.

Grants the Building Code Council automatic approval of local energy conservation code modifications or replacements that are at least as stringent as the State Energy Conservation Code if the Council fails to act within six months of receiving a complete submittal.

Authorizes local governments to enforce the state fire prevention code using civil remedies, but prohibits concurrent civil actions by both local governments and state officials for the same violation.
