Senate Bill 43 - Religious Assembly Security and Protection Act of 2021

• Allows concealed handgun permit holders to carry firearms on educational property that houses both a school and a place of religious worship, but only outside school operating hours and if no prohibition notice is posted.

• Defines school operating hours to include times when premises are used for curricular or extracurricular activities, educational or instructional activities, or programs for minors by non-affiliated entities.

• Excludes property owned by local boards of education or county commissions from the definition of places of religious worship for purposes of this exemption.

• Authorizes certain non-sworn law enforcement agency employees to carry concealed handguns in law enforcement facilities if designated in writing by the agency head and carrying written proof of designation.

• Sections 1-4 become effective December 1, 2021; Section 5(b) becomes effective July 1, 2021.
