Authorizes North Carolina counties and cities to adopt ordinances establishing standards for preservation or replacement of trees on public and private property within their jurisdictions.

Identifies five purposes for tree preservation ordinances: improved air and water quality and citizen health, control of flooding/noise/glare/soil erosion, protection of urban wildlife, maintaining and increasing property values, and landscape beauty.

Requires city ordinances to apply within the city's extraterritorial jurisdiction under G.S. 160D-202.

Mandates local governments hold a public hearing before adopting or amending tree ordinances, with notice published once weekly for two successive calendar weeks in a newspaper with general circulation in the jurisdiction.

Becomes effective upon passage into law.
