Modifies manufactured home title laws to include license plate contractors of the Division of Motor Vehicles alongside the Division in handling security interest renewals, releases, and cancellations.

Allows manufactured home owners to release security interests through an alternative affidavit process if they cannot locate the secured creditor after diligent inquiry or if the creditor fails to respond within 30 days to a written request.

Expands the definition of "owner" for security interest release purposes to include the real property owner and title insurance companies insuring real property owners where the manufactured home is affixed.

Requires the Division to send notice to secured parties at their last known address before cancelling a security interest and prohibits cancellation if the secured party files an objection within 15 days of notice.

Provides immunity from legal claims under Article 31 of Chapter 143 of the General Statutes for the Division and license plate contractors when acting on third-party applications, affidavits, or documents for security interest releases and renewals.
