Clarifies that spirituous liquor special event permits for consumer tastings in ABC stores shall be issued in the name of the business listed on the application, effective July 1, 2021.

Allows ABC stores to accept online orders for alcoholic beverages (including payment) subject to county or city ordinance adoption, with in-person pickup required by someone 21 years or older; ABC Commission must develop an internet-based system to facilitate online orders, effective July 1, 2021.

Permits personalized labeling on spirituous liquor bottles purchased through special orders at ABC stores and sold by distilleries, defining "personalized labeling" as inclusion of the purchaser's name on the label, effective July 1, 2021.

Authorizes the Alcoholic Beverage Control Commission to issue mixed beverage permits without voter approval to qualified event centers located in counties with more than two man-made lakes, approval for malt beverages and unfortified wine but not mixed beverages, and that include a hotel with 20+ guest rooms, agritourism activities, and firearm sports.

Requires the Alcoholic Beverage Control Commission to amend its rules consistent with the act's provisions.
