Authorizes Gaston, Lincoln, and Mecklenburg Counties to create the Mountain Island Lake Marine Commission through joint resolution with powers to regulate the lake and shoreline area.

Establishes a governing board of seven commissioners with membership determined by the number of participating counties: three counties appoint two members each plus one jointly-selected member, or two counties appoint three members each plus one jointly-selected member.

Grants the Commission authority to hire staff, contract for services, lease equipment and property, construct navigation aids and safety infrastructure, and accept funding from federal, state, and private sources.

Changes the Commission's regulatory authority from making binding "regulations" to issuing non-binding "recommendations" to elected officials, though violation of regulations remains a Class 3 misdemeanor.

Allows any county to withdraw unilaterally at the end of a budget period with 90 days notice; the Commission dissolves if fewer than two participating counties remain, otherwise continues with remaining participants.
