Authorizes the North Carolina Department of Health and Human Services, Division of Social Services, to begin deployment of the NC FAST (North Carolina Families Accessing Services through Technology) case management system for child welfare and aging and adult services programs.

Requires statewide deployment of the child welfare case management component by July 1, 2022, based on recommendations from the Department's September 14, 2020 Child Welfare Request for Information report and the Program Evaluation Division's June 12, 2020 report.

Mandates the Division enter into a contract to augment and enhance the child welfare case management component by August 1, 2021, aligned with Executive Advisory Committee recommendations and favoring software already deployed by county departments of social services.

Appropriates $17,262,882 in nonrecurring General Fund money to the Division of Social Services for fiscal year 2021-2022 to implement the deployment provisions.

Effective date is July 1, 2021, except for Section 1(c) which is effective upon enactment.
