Requires apartment management to maintain written policies and procedures ensuring compliance and provide copies to code enforcement authorities upon request.

Establishes a registry system for valet trash service companies under the Office of State Fire Marshal, with civil penalties of $100-$500 per violation for non-compliance with regulations, effective when the bill becomes law with compliance deadline of December 31, 2021.
