Defines a school resource officer as a law enforcement officer assigned to public schools for at least 20 hours per week for more than 12 weeks per calendar year to assist with school safety, security, emergency preparedness, and emergency response.

Requires all school resource officers to complete initial training standards within one year of assignment and comply with continuing education standards established by the North Carolina Criminal Justice Education and Training Standards Commission and North Carolina Sheriffs' Education and Training Standards Commission.

Mandates that initial training standards include minimum topics of mental health, students with disabilities, racial equity, and crisis intervention and de-escalation, with standards to be established by January 15, 2022.

Requires school-based complaints alleging delinquency initiated by a school resource officer to be signed by a school administrator or school social worker before being filed in court, effective January 1, 2022.

Applies to school resource officers assigned on or after January 1, 2022, with existing officers required to complete initial training by December 31, 2022.
