Appropriates $4,200,000 in recurring annual funds for fiscal years 2021-2023 from the General Fund to the Administrative Office of the Courts to support the North Carolina Drug Treatment Court Program in creating and sustaining local drug treatment court programs.

Appropriates $4,200,000 in recurring annual funds for fiscal years 2021-2023 from the General Fund to the Administrative Office of the Courts to create and fund new and existing mental health court programs serving criminal defendants with mental health diagnoses or treatment histories.

Requires local mental health court programs to recommend mental health treatment plans for individuals served and monitor their treatment progress while enrolled in the programs.

Becomes effective July 1, 2021.
