Creates automatic release requirement for body-worn and dashboard camera recordings 48 hours after recording, unless a court orders otherwise.

Allows law enforcement agencies to file court actions to restrict release of recordings for a specified period based on eight statutory standards, including protecting ongoing investigations, confidentiality, and fair administration of justice.

Establishes expedited court petition process for authorized persons to request recording release, with court determining eligibility and considering relevance and appropriate restrictions.

Requires notification and opportunity to be heard for law enforcement agency heads, personnel in recordings, and District Attorneys in all release proceedings.

Maintains separate law enforcement disclosure provisions allowing recordings to be shared with district attorneys for criminal prosecution, law enforcement training, suspect identification, and other law enforcement purposes without requiring court orders.
