• Updates the legislative review process for permanent rules, establishing a new G.S. 150B-21.3B framework where rules subject to legislative objections become effective on the 31st legislative day of the following year unless disapproved by bill, or August 1 if a disapproval bill is introduced.

• Designates the electronic version of the North Carolina Administrative Code published on the Office of Administrative Hearings website as the official publication and eliminates the requirement to publish and distribute printed copies.
